EEV: This is one of the other possible explanations of HDR, the 22 being the 220 million people assisted. Not the most exciting intel explanation, which is also probably why it was easily hacked through Blumenthal’s account by Guccifer in early 2013. Here . The elephant in the room is, how long was the e-mail used after the Russians and the CIA became aware of the hack ?
HDR is Helping Clinton Global Initiative Rethink the Concept of Waste
OMAHA, Neb., Sept. 21 /PRNewswire/ — Architecture/engineering/consulting firm HDR is taking a leading role with the Rethinking Waste Action Network, a working group of the Clinton Global Initiative. CGI, which convenes global leaders to devise innovative solutions to the world’s most pressing challenges, held its Annual Meeting this week in New York City.
One of these challenges is figuring out what to do with the billions of tons of solid waste produced each year. The Rethinking Waste Action Network takes this a step further by challenging the way we think of solid waste. The network’s overall vision is to eliminate the concept of waste altogether, by showing producers and consumers the value of discarded material. The group has elicited seven commitments from global companies and other organizations to help achieve this vision. Former President Bill Clinton announced these commitments during a plenary session on September 21st.
The Rethinking Waste Action Network is moderated by HDR’s John Williams, senior vice president and CGI member since 2008.
“At the company level, HDR has been promoting the concept of No Wasted Resources for many years,” said Elwin Larson, HDR executive vice president and director of Federal, Energy and Resource Management. “It’s exciting to be able to help frame the discussion on a global stage.”

HDR = Hillary Diane Rodham
Why 22 though? 21 would make more sense, e.g. U.N. Agenda 21.

I suppose that interpretation of “HDR22” could be correct.
I believe that “HDR” is her name, Hillary Diane Rodham, and the numer 22 refers to the number of times that Bill has cheated on her. She is DEFINITELY a score-keeping b!tch.

Without a doubt the other possible explanation. However, the email account was set up in 2009 around the same time of HDR’s project.

No question you got the HDR correct; draw your own conclusions about her using her maiden name in private emails. But note: it’s a deliberate choice, not a coincidence. It tells us something about how she thinks when she believes nobody (or only loyalists) are looking.
Neither is 22 a coincidence in my opinion. I think it signifies the 22nd Amendment to the Constitution…the one that limits presidents to two terms. It is quite possible that in her mind (and maybe in fact) she was running the country to a significant degree back in 1993-2001, and a reference to that amendment would be an ironic bit of Clinton humor. Remember what they said during the 1992 election: you get two Clintons for the price of one. In her mind how could she not be running for a third term?
